Studies exempting older adults from Chile's property tax (contribuciones), which would shrink the paying base from 25% to 17% of properties. It estimates a fiscal adjustment on the order of USD 200 million — rising toward USD 300 million within five years as the population ages — and proposes better targeting and a review of the measure.
Tracks retail vacancy in Valparaíso, which rose from 13% in 2022 to 18% in 2025. Updating the 2022 study, it shows that blocks hit by the social unrest remain near 18%, while adjacent blocks climb sharply from 7% to 17%.
Analyses the removal of the special construction tax credit (CEEC) and its link to lower social-housing production in metropolitan areas.
Chile faces a construction bottleneck in which supply restrictions make social-housing development in metropolitan areas nearly impossible. The study puts forward four proposals: density bonuses for social housing, in-situ relocation (micro-radicación) in consolidated neighborhoods, regulatory incentives, and regional planning for metropolitan areas.
